The Milford Planning and Zoning Board approved several new development and recreational use applications during its meeting on Tuesday, April 7, including projects aimed at expanding youth athletic and training opportunities in the city.

At the start of the meeting, several agenda items were postponed at the request of applicants, including proposals for North Street, Meadowside Road, and 2nd Avenue.

Residential Addition Approved on Point Beach Drive

The board unanimously approved a coastal site plan application for a two-story addition to an existing single-family home at 180 Point Beach Drive.

The project, presented by Cypress Construction, was described as zoning compliant with no anticipated impact to coastal resources. The addition will extend the existing structure while maintaining consistency with the current design.

Softball Training Facility Approved on Naugatuck Avenue

One of the more notable approvals of the evening was a special exception allowing for an indoor softball training facility at 674 Naugatuck Avenue.

The proposed 6,200-square-foot facility will be used for team practices, private lessons, and small group clinics. Operations are expected to run weekdays from 2 p.m. to 9 p.m. and weekends from 8 a.m. to 9 p.m.

The applicant emphasized that the facility will operate on a structured scheduling system, requiring users to reserve time in advance. Attendance is expected to be limited, typically ranging from 10 to 15 participants at a time, with a focus on training rather than competitive events.

During the public hearing, a Milford resident spoke in support of the project, describing it as a positive addition that would benefit local youth and help revitalize an existing building.

The board ultimately approved the application unanimously.

Martial Arts Academy Approved on Quarry Road

The board also approved a special exception for a martial arts training facility at 333 Quarry Road.

The proposed academy, operated by Via Academy, will offer Brazilian jiu-jitsu-based instruction for both youth and adults, with a strong emphasis on mentorship, discipline, and community engagement.

According to the applicant, approximately 75% to 80% of programming will focus on youth training. The facility will operate Monday through Friday from 10 a.m. to 9 p.m., with limited Saturday hours and no Sunday operations.

A key point of discussion centered around parking capacity, as the property already contains multiple fitness-related tenants. While zoning regulations would typically require additional parking, the applicant presented both a traffic study and observational data suggesting that shared parking across tenants would be sufficient.

During public comment, the applicant highlighted their background in law enforcement and youth programming, noting their work with over 1,000 children through nonprofit initiatives. They emphasized the goal of expanding those efforts into Milford.

Board members voiced support for both the applicant and the intended community impact, particularly the focus on youth development.

The application was approved unanimously.

In addition to the approvals, the board indicated that updated language regarding zoning changes in the CD3 district is expected to be presented at an upcoming meeting.
